Subcounty empowerment programmes.
 
I can not agree with you more. WIth our parliament becoming a rubber stamp, am 
suspicious of anything that comes out of that house in the form of law!! That 
parliament stings man.

The same way that parliament easily passed "the law or what ever it is called" 
is the same way they can be made to reverse it. I do not see it as difficult to 
undo as Newton's Laws that not even the vatican can undo - for the apple will 
always fall down. Maracha and Terego can become Arua. Why district? My 
experience working with LGs in Uganda is that it is better if focus is put in 
strengthening Sub-counties in service delivery than otherwise.

I entirely concur with you. the inception of this idea of a new district curved 
out of Arua District was premised on a wrong intention. the proponents achieved 
their objective which was to tear two perceived powerful opposition strong 
holds and divide them for ever, However, since Parliament had already 
established the new district, we can't undo the same. It is now difficult to 
back track. That is why I believe sober people who are not myopic should try to 
influence a location which should serve us for posterity. We need a vast 
unoccupied land. whether in Lokira godo, Leju, or any where. People should 
forget about the negative attitudes their Members of Parliament have exhibited. 
You know, some of them wanted to hold us hostage and thumb their chests as the 
ones who have divinely delivered for the electorates a district. But they may 
be embarrassed. Can you imagine the tragicomedy of leaders not shaking hands 
because of an earthly thing like a
 district for which none of them may even be remembered for. Who knows the 
founder of Arua District amongst us. Such pride has never been allowed by 
God. For us the e-generation and the golden lads from West Nile, let us not 
allow such petty issues to DIVIDE US.
