*SIMPLE REFRERUNDUM*

As the days for this District SAGA draws closer,  may I propose  a simpe YES
or NO Refrerundum.
Everywhere around the world, civiilized nations use REFRERUDUM  to decide on
controversial issues.

For those of you who are on the ground, please engage people in constructive
discussion. Let's involve our brothers and sisters in the country where they
work or live. As educated people people, we can come up with reasonable
solution for this mess.

Let's look at various issues:
a) Is there a chunk of land somewhere that can be allocated freely for urban
development?
b) How people will be displaced if we bring an urben center in the middle of
these densely populated counties?
c) If the people Vote YES, what location is very central for the majority?
d) Is there really money for developing infrastructure for a new city or
own? If yes, why have those dilapitated government building in Arua not been
rebuit?

Let us leave our emotions. Look at why most  structures in Arua town have
remained since 1940's or 1950's?
If there a lot of money for development, would it not be time build
permanent inner city roads, Bridges across Enyau Rive to Ediofe, etc?
If there Money, Would it not be reasonable to build another HOSPITAL either
at ALIKUA, OKOKOROA, KATRINI, OFUDE, CHILIO, LEJU , etc

If there is a lot of money for development, would it not be very wise to
develop electiric power station? If we have stable electric power grid, if
someone wants to build a small cottage Industry that requires electricity,
would it not nice to think about this?  Why is Nyagak Project where it is.
If we had Electricity in West Nile, we people could create small industries
that could employ our younf men and women. Today majority of people who are
empoyment work in govenment institutions & NGO;s.
If we embark on RURAL ELECTRICFICATION, we can turn the economy in this
entire region around.

Does anyone worry about the high unemployment rate in this entire region?
How can we improve the economy so that we have more people working and
improve the tax base in the area?

Look at simple things like SANITATION Management in Arua. Are you peole very
happy the way it is?

If there is mone sitting somewhere, let's use that money for:
a) Finish the mystery Nyagak Electricity Project
b) Build Arua Air Port so that it bring more Air traffic
c) Build another Hospital
d) Build those old  Narrow Bidges and dangerous bridges on AYI & LUFE
Rivers.

We are not simpletons??. Are we?
