[email protected] thought you might be interested in this article from The New Vision online: http://www.newvision.co.ug They also added this comment: "" Peer team to meet govt over governance By Barbara Among OFFICIALS from the African Peer Review Mechanism (APRM) are seeking to meet the President and his Cabinet over the group’s 2009 governance report. “The national governing council is desirous to meet with the Cabinet and the President to bring to their attention the critical issues that need urgent attention,” said APRM chairman Zac Niringiye. “There are things that will not happen until the Cabinet meets, decides and gives a commitment on point of action,” he told participants at the opening of a one-day council retreat in Kampala yesterday. During the peer review of Uganda at the African Union summit in Egypt in June last year, President Yoweri Museveni promised to implement the APRM recommendations. Niringye said the council would also update the President on the review process, in preparation for the APRM summit in June. President Museveni is expected to report to the conference the progress his Government has made in implementing the report’s recommendations. Speaking at the opening of the retreat, finance state minister Ephraim Kamutu promised that the Government would support the exercise and guarantee the council’s independence. The retreat is aimed at identifying priority point of actions, the key implementing institution and track the sh2 trillion provided in the current budget. The APRM is a self-monitoring mechanism aimed at fostering the adoption of policies and practices that lead to political stability, economic growth and sustainable development. The 2009 report by the group commended the government over economic growth, stabilisation and for reducing poverty levels from 56% in 1992 to 31% in 2006. It also praised the the reduction of the HIV/AIDS prevalence from 18%in the 80s to 6%in 2005. The report, however, criticised the Government, citing the overbearing influence of the Executive, which it said had affected democratic gains. ..
