EDITOR—The United Nations Children’s Fund (UNICEF) in Uganda, in response to 
the article appearing on page 2 of your April 16, 2009 edition (“UNICEF, 
Amnesty promote homos”), wishes to address a number of issues contained in your 
reportage. UNICEF does not advocate any sexual orientation. 

Any assertion about UNICEF “promoting homosexuality in Uganda” is baseless. The 
references in your article to UNICEF helping to fund and distribute books to 
schools without the knowledge of the Ministry of Education, in the interest of 
“popularising homosexuality,” and references to the “UNICEF action” are equally 
mistaken. 

UNICEF does note, however, that the Universal Declaration of Human Rights and 
the International Covenants on Human Rights prohibit discrimination on the 
basis of race, colour, sex, language, religion, political or other opinion, 
national or social origin, property, birth or other status.
The publication in question, The Teenager’s Toolkit, was produced in 2002 as 
part of the approved 2001-2005 Government of Uganda-UNICEF Country Programme. 

When a  Luo version was printed in 2006, its production was approved by the 
Uganda AIDS Commission, Ministry of Health and Ministry of Gender, Labour and 
Social Development.

The publication was not distributed to schools. It was designed as one of a 
range of tools to assist peer-educators, trained in age and culturally 
sensitive delivery of information, to address issues that adolescents 
confront..  

The information contained in the toolkit is based on international best 
practice on adolescent development issues (including adolescent sexuality), and 
aims at helping young persons to make informed decisions about their lives. The 
publication was distributed to district local governments in the focus 
districts to support peer-education activities.

UNICEF works in Uganda to help the Government meet its obligation under the UN 
Convention on the Rights of the Child (CRC). Protecting and furthering the 
rights, codified in the CRC, will contribute to Uganda’s pursuit of the 
Millennium Development Goals and expand opportunities for children and women to 
contribute meaningfully to the progress of their communities and nation. Guided 
by the CRC, UNICEF’s main concern is the best interest of children.
