Dear brothers and sisters,

I am not very surprised and socked that Arua district has to return unspent
money to the treasury. This is not the first time, this has been recurring
problem.

Why does this happen almost every financial year?
a) Lack of adequate planning & Vision
b) Lack of cooperation amongst key stakeholders
*Education Sector*
Why would our regional planners not spend such amount on money on simple
projects
   i) a school  library or laboratory, chemicals or books? or hire social
woerkers for a cluster of schools?
   ii) The need for improving schools is endless
*Road Sector*
If local leaders only plan to expand murram roads by tarmac roads at a rate
of 5km or 10 km per year, the funds would be utilized fully.
Why would it defeat our local leaders to build a bridge at Ediofe, yet
people wed through the water going to the cathedral?
*Water*
It's lamentable that water sector would not use funds for providing safe
water for the public. What does this tell us? Do some of these people
know  or care about the needs of the public?

WNF needs to step up efforts to get its feet on the ground.  We must  work
extra hard to build partnership with local leaders to change direction.
Discussing problems without practical help  will not lead us us anywhere at
all.
