Dear President Westnile Foundation,
I applaud you and everyone who attended the Science Cafe upon this new
initiative. However i am also concerned that you could reach such an
important decision that fast by simply electing into office persons, asking
them
to develop their TORs, without putting in place the necessary constitution,
especially on things concerning MONEY. I for one would have loved the Cafe
meeting to elect persons to draft a concept note and a consititution to guide
this investment initiative and then share it on this forum before finalizing
this process. I have never known that you can hire a person, even if
voluntarily
and ask them to develop their own TOR and off you retire home happy. It is a
shame that members who participated in this exercise didn't see any problem
with
such an arrangement. Please, I AM NOT IN ANY WAY QUESTIONING THE INTEGRITY OF
THE PEOPLE YOU ELECTED TO MANAGE AFFAIRS OF THE WNFIC, i think they are a
formidable team. However there are so many loose ends to such a brilliant
initiative, i hope our own highly knoweledgeable investment advisors gave you
the whole picture and not just stopped at how to use your pool of money to make
more money. For example, through a proper constitution (whatever you want to
call it), you would know what to do with one's entitlement God forbid if one
member of the WNFIC passes on.

For now let me stop here,

over to you WNF

Dear friends,
Less than six months ago, KK bus killed 21 people and left more injured with
severe injuries.
Now Gaga bus has killed 17 more. A month ago 14 people died in Metu in
another accident.
In 2010, there more accidents where passengers were seriously injured
including more deaths. When will these reckless killings stop?

Ladies and gentlemen, if buses or lorries kill over 100 people per year, do
we really see a problem?  What can we do as a community to control the rate
of these accidents?
As consumers, if we do nothing, these accidents will only continue year
after year.

I think there is serious need to dialogue with bus operators. Although they
are providing a service to the public, on the other hand, they must ensure
high standard of public safety.
A lot of sources of accidents coulld be avoided:

  - Over speeding
  - Drinking & Driving
  -  Lack of training and regard for public safety
  - Illegal driving without proper licensing
  - Reckless and defensive driving

I think there is urgent need to address these problems or else we shall
continue to see more deaths; innevitably including us when we travel up
country. Although no one plans for accidents to happen, many could be
avoided by careful driving.

Dear Colleagues of WNF,

I am very concerned and worried about the rate of accidents on our roads! As
many members have already expressed their feelings, I am overcome with panic
and anxiety because at this rate many more people will be dying. Sometime
back in the US one bus driver caused a fatal accident and when the
investigations were made the operating licence of that bus company was
removed. I don't really know what should be done. Since we have no
alternative means of transport, such as trains, we shall continue to expose
ourselves to danger and travel in moving coffins! As Mr Adroamabe has
wondered, do we really have any serious laws left in Uganda?

But I, for one, would first of all begin by thanking Gaagaa for having
revolutionised our transport system in West Nile (for the lower prices,
comfort and respect for customers, employment to many, pride for us). If
Gaagaa didn't come to our region, by now, I guess we would still be treated
like bags of beans if not like pigs which, people sometimes tie on their
bicycle carriers, and we could, by now, be paying more than 30,000 UGX
between Arua and Kampala. Who knows? Now, the real question is; from 2005
when Gaagaa hit our roads, accidents linked to it were a rarity. So what has
really gone wrong? Is it the pressure of competition, the ageing of the
buses, lack of inspection, lack of repairs, poor administation, lack of
professionalism on the side of the drivers, foreigners (non-WestNilers) who
are intent on destroying us in every aspect?

For me, before making plausible suppositions or drawing conclusions. I want
to focus on the drivers. Firstly, who are the drivers of those buses?
Secondly, where do they come from,? Thirdly, what is their experience in
public transport system? I think these questions are a good clue for one to
attempt to delve into analysing the rampant causes of fatal accidents on our
roads where we particularly lose relatives. Therefore I would like to
suggest that Gaagaa bus company focus on this before the government locks it
out of business. For most of the accidents are caused by human error, thus
drivers. One might never know that the errors might be politically motivated
or out of jealousy for another successful man in a region which is not
supposed to register any such successes! Could sons and daughters of West
Nile train to be drivers those buses? The debate is open.

Finally, my heart bleeds for the relatives of those dead and I would wish to
extend my sincere condolences to them! MAY THEY REST IN PEACE!

Alex in Frankfurt

Ladies and Gentlemen,

As you are absolutely aware, one of our objectives as stated in our memorandum
and articles of association is to venture into a collective investment scheme.
The same is also reflected in our strategic Plan. Good news, Yesterday, during
the science cafe under the tutelage of our able sister Christine Munduru, Our
own investment expert Denis Aliga together with our ebullient elder Geoffrey
Onegi Obel who is the God father of Capital Markets in Uganda made a breath
taking presentation on collective investment schemes. Members then resolved to
move forward and as a result the Committee on the WNFIC was formed. The members
of the committee are the following:
1. ? Chairperson Richard Okuti Borao
2.? Vice Chairperson Adiga Jimmy
3. members Alemi Kenyi William, Akille Igu Rocks, Adukule Winnie, Azabo
Francis,
Abati Nickson. Azabo Francis is the treasurer, meanwhile Denis Aliga is the
Investment advisor and Caleb Alaka is an ex-officio by virtue of his position
as
the President. Members also agreed that the committee formulates its TOR, and
members are urged to contribute a minimum of 100,000 per each three months to
the scheme, the funds will be managed by a fund manager registered and approved
by the capital markets authority.

My heartfelt condolesces to the lost ones.May the Lord their Souls in Eternal
peace.

More meetings will be required to re-aweken the drivers, tech. staff and
mgt...Are the speed governors on?..

Gaaga may find it useful to invest in Speed monitoring devices. and own traffic
wardens.

Hope to see improvements.

Gilbert

Subject: [WestNileNet] Gaaga accident

Some time, last year, we met the owners of the different buses and
discussed the rampant accidents on our route. We then had a meeting
with all the drivers of Gaaga, the owner, and technical staff. The
meeting lasted for almost six hours we made some resolutions, the
drivers gave their view. As a result we had no accidents during the
festive periods. I too was shocked with the news of this accident
which injured 38 people and I think 7 died. As to what happened, I
understand the driver of the bus hit a cow the impact of which swerved
the bus right in front of an approaching lorry. The driver then
swerved back on his side not knowing that the lorry in bid to avoid a
head on collusion decided to cross to the bus's original side and as a
result, the lorry hit the bus tearing through a side.
