Dear Brothers and Sisters, I read this article from New Vision and wonder if that is really what has happened in West Nile in the last 25 years of NRM rule.
http://www.newvision.co.ug/D/8/459/745378 A government that has relied on NGO intervention to meet most of the basic needs of its citizens, and where NGOs are and have actually taken over key state functions like providing for health, welfare and safety of citizens, poverty alleviation, girls’ education, negotiation for peace, strengthening of legal and policy frameworks; promotion of democracy, etc is a government with a failed policies . A government like the present regime in Uganda which has failed to develop internal capacity and skills necessary to run the country effectively other than entrenching corruption in all walks of life is what Dr. Ronald Jelly Onzima is praising, especially when he claims West Nile has achieved a lot from NRM policies is what I have failed to conceive from the learned son of West Nile. Is he living in another West Nile from the same West Nile where we all come from. I would think that Dr. Ronald can be honest enough to know that any country which has good development policies and internal capacity to financially survive should show evidence in infrastructure development that encompasses building better physical infrastructure - roads, other means of transportation, electricity, communication capability and a clean water supply - needed to operate an effective health care system. What we see in Uganda are impassable roads and weak transportation systems that impede economic activities and growth. Health care that is almost non existent, with those diseases like polio, yellow fever which were long eradicated coming back, frequent cholera and other communicable disease epidemics, education system that is rotten and only benefits a few sons/daughters of the few rich while the majority of the sons and daughters of the poor are lamenting in schools where educational infrastructure are lacking and at best non existent. I wonder what progress Dr. Ronald Jelly Onzima is writing about in West Nile in the last 25 years brought by good policies of NRM. Has he ever seen the offices of the RDC and the Police HQ in Arua and the other Offices like that of Education, Works, Agriculture , Veterinary in Arua to talk of good policies. The building of the road from Karuma to Arua is not any favour done to the people of West Nile, the trade between West Nile and DRC and South Sudan was not created by good policies of NRM but the strategic location of that region to both countries which we have not tapped enough. It is amazing to talk of NRM bringing security to West Nile when they were infact the people who contributed to the insecurity in West Nile let alone the whole Uganda. Some years back many parents from the South used to send their kids to schools like Ombaci, Mvara, Nyapea, Koboko in West Nile, I wonder if those are still happening as our brother Dr. Ronald Jelly Onzima has presented if the NRM education policy is really so wonderful that it has benefitted West Nile in the last 25 years. I really would like to know if this is really true forum members as this is something that is written by one of our own. Was it not a sometime last year or so that an Education Committee was set by WNF to look into why schools in West Nile are doing so badly in both Primary and secondary schools and the number of Students in West Nile joining higher institutions has drastically reduced to to the bad policies of NRM.!!!
