I just want to make a small clarification. From what I know, Dr. Ronald Jelly 
Onzima was competing for the NRM MP slot in Ayivu Constituency, which he lost 
to Mr. Ben Dravile. I wonder if Dr. Onzima is still trying the MP slot on 
independent NRM slot. Dr. Onzima has a background in Agriculture. He worked at 
the then Kawanda Research Station for a long time until when he joined African 
Development Bank advising on Coffee issues. If I'm not mistaken at least the 
last 30 or so years of his life were spent on that until when he recently 
retired.
 
It would really be too premature for him to comment on fundamental issues of 
development in West Nile. He needs a little more time to know and acquaint 
himself with West Nile.
 
Dr. Onzima hails from Aroi Sub County but has a home in Mvara - Zambia Cell.
 
Over to you Ismail, you may pour more on the fallacies of Dr. Onzima.

I read the said article. As one who lives in West Nile, I find it nothing but 
fallacy what Onzima is talking. Anyway, he is entitled to his opinion. But I 
can without mincing my words say that Onzimas' writings are not based on any 
empirical research and do not represent the true picture of West Nile. I can 
see that Onzima just wants to get the support of the NRM particularly at this 
time of his campaigns, more so where he is competing with a sitting minister 
for the MP slot.
 
Onzimas' thinking is one thing I find strange with this regime, a regime with 
many professors and philosophers in government, but with no vision at all. 
Professors and philosohers whose viewpoints are nothing but falsehood. The 
ordinary person knows that UPE has not and cannot help us at all if continued 
in its current form. And it is strange that a Dr. cannot see this. Onzima 
should tell us which UPE schools his children go to.  A policy that 
commercializes tertiary education is what Onzima calls good policy. Today, 
Onzima maybe able to pay for his children fees for tertiary education 
(University/college) because of his savings from the regional job portifolio he 
held as a result of his high education. Onzima should tell us how many parents 
in his village in Vurra are able to do so and their children can also become 
doctors like him? One can read from his arguments that he (Onzima) would like 
to see himself as the only doctor in that village.

The regime Onzima is praising is busy building a middle class (those who have 
the knowledge and money) in uganda. Dr. Onzima cannot see that this middle 
class is skwed to the western region where the NRM leadership comes from. How 
many bus companies do we have from West Nile as compared to Western Uganda? 
Aren't this buses obtained using loan facilities? Doesn't this tell Dr. Onzima 
that there is a regional differential disparity in the execution 
of the loan facilities? Or does he think the people from West Nile are not 
interested in loans. Has Dr. Onzima forgotten that Amama Mbabazi confessed they 
desperately needed money to secure their shares in KCB oe else lose them to 
Kenyans and needed to sell their land in Temangalo and arm twisted Jamwe to buy 
this land at an inflated unit cost, using the workers savings in NSSF? Isn't 
that case in the courts of law?
 
Doctor, if this is the way you look at West Nile after 25 years of NRM 
management or is it mismanagement, then its better to deal with the devil you 
know than the saint you do not know. As Besigy said last saturday in Arua, do 
you know where the yellow bus is coming from and where it is going? Or are you 
just a broker of the bus?

A government that has relied on NGO intervention to meet most of the basic 
needs of its citizens, and where NGOs are and have actually taken over key 
state functions like providing for health, welfare and safety of 
citizens, poverty alleviation, girls’ education, negotiation for peace, 
strengthening of legal and policy frameworks; promotion of democracy, etc is a 
government with a failed policies . A government like the present regime in 
Uganda which has failed to develop internal capacity and skills necessary to 
run the country effectively other than entrenching corruption in all walks of 
life is what Dr. Ronald Jelly Onzima is praising, especially when he 
claims West Nile has achieved a lot from NRM policies is what I have failed to 
conceive from the learned son of West Nile. Is he living in another West Nile 
from the same West Nile where we all come from.  


I would think that Dr. Ronald can be honest enough to know that any country 
which has good development policies and internal capacity to financially 
survive should show evidence in infrastructure development that encompasses 
building better physical infrastructure - roads, other means of transportation, 
electricity, communication capability and a clean water supply - needed to 
operate an effective health care system. What we see in Uganda are impassable 
roads and weak transportation systems that impede economic activities and 
growth. Health care that is almost non existent, with those diseases like 
polio, yellow fever which were long eradicated coming back, frequent cholera 
and other communicable disease epidemics,  education system that is rotten and 
only benefits a few sons/daughters of the few  rich while the majority of the 
sons and daughters of the poor are lamenting in schools where educational 
infrastructure are lacking and at best non existent.
 I wonder what progress Dr. Ronald Jelly Onzima is writing about in West Nile 
in the last 25 years brought by good policies of NRM. Has he ever seen the 
offices of the RDC and the Police HQ in Arua and the other Offices like that of 
Education, Works, Agriculture , Veterinary in Arua to talk of good 
policies. The building of the road from Karuma to Arua is not any favour done 
to the people of West Nile, the trade between West Nile and DRC and South Sudan 
was not created by good policies of NRM but the strategic location of that 
region to both countries which we have not tapped enough. It is amazing to talk 
of NRM bringing security to West Nile when they were infact the people who 
contributed to the insecurity in West Nile let alone the whole Uganda. 
Some years back many parents from the South used to send their kids to schools 
like Ombaci, Mvara, Nyapea,  Koboko in West Nile, I wonder if those are still 
happening as our brother Dr. Ronald Jelly Onzima has presented if the NRM 
education policy is really so wonderful that it has benefitted West Nile in the 
last 25 years. I really would like to know if this is really true forum members 
as this is something that is written by one of our own. Was it not a sometime 
last year or so that an Education Committee was set by WNF to look into why 
schools in West Nile are doing so badly in both Primary and secondary schools 
and the number of Students in West Nile joining higher institutions has 
drastically reduced to to the bad policies of NRM.!!! If NRM has good policies 
why are they most of the time bribing MPs to pass Bills which are the framework 
around which policies are developed???
