* IPID Symposium 2011 
The 2011 Annual Conference of the International Network for Postgraduate 
Students in the Area of ICT4D (IPID) will be held 12 - 13 September at 
Università della svizzera italiana (USI), Lugano, Switzerland. This symposium 
will grant postgraduate researchers the opportunity to present their work to a 
diverse audience, and gain positive and valuable experience. It is also an 
opportunity for young scientists to network and engage with international 
scholars in ICT4D. 
Postgraduates are invited to submit a two-page PDF document that briefly 
describes your research work. You are not limited in the structure of this 
document. It is however important that your work reflects practical and 
theoretical dynamics in the field of ICT for development (ICT4D). 
If more than 30 papers are received, parallel sessions will be foreseen. It is 
envisaged that there will be 8-10 themed discussions on aspects of ICT4D 
research practice. 
Topics of interest include, but are not limited to: 
•    Being multidisciplinary 
•    Combining theory and practice 
•    Working in partnership 
•    Developing a research question 
•    Methodology in ICT4D 
•    Developing a theoretical framework

Mobile Communication, Economy and Society
 The mobile communication networks are spreading throughout the world at a rate 
unrivalled by any other communication technology in the past. Communication is 
a basic aspect of human activity in every realm of life. This is why, where the 
infrastructure is sufficient, this multi-regional communication device is 
becoming, or has already become, a part of everyday life, whether as an 
accessory to a landline or as a replacement.
 The main objective of the research line is to develop scientific materials 
which contribute toward expanding knowledge of the phenomenon from a 
two-pronged perspective: sociological and economic. From a geographic point of 
view, research focuses on developed countries, mainly Europe, and in developing 
countries.
 Currently, this research lines seeks to incorporate one student interested in 
one of the next areas:
•    The study of the processes of acceptance, or rejection, of mobile 
telephony among senior population in developed countries, mainly but not 
exclusively Europe.
•    The study of the contribution of mobile communication to social and 
economic development mainly in poor areas, mainly but no exclusively Latin 
America.

CFP: Special issue on E-Government: Design, Evaluation and Practice
With the advancement of technology all levels of government in developed 
countries have implemented e-government initiatives.  More recently many 
developing countries have experimented with and implemented e-government 
functions with varying degrees of success. Pressured for transparency, 
accountability, effectiveness and efficiency, governments must find new ways to 
respond to the challenge of improving communication with citizens and 
improving   overall organizational performance. E-government offers one 
approach to improved information sharing, service delivery, and interactions 
with citizens and businesses. E-government research has already addressed 
issues of usability, accessibility, e-democracy, policies, public attitude, 
service delivery, data management, etc. While published research has shared 
lessons learned and successes in e-government implementation, it is now time to 
summarize and reflect on what we have learned and explore new
 e-government research opportunities. In this special issue we welcome papers 
that utilize a variety of research methodologies, including both quantitative

* Telecentre.org and ITU launch global digital literacy campaign for women
The International Telecommunications Union (ITU) has launched a digital 
literacy partnership with Philippine-based NGO telecentre.org Foundation that 
over the next 18 months will train one million unskilled women to use computers 
and modern information and communication technology (ICT) applications to 
improve their livelihoods.

The United Nations telecommunications agency today partnered with a 
Philippines-based non-governmental organization (NGO) to train a million women 
worldwide to use computers and other information and communications technology 
(ICT) applications to improve their livelihoods.
The UN International Telecommunication Union (ITU) will work with 
telecentre.org Foundation over the next 18 months on the project, to offer 
training courses in at least 20,000 telecentres worldwide using the "training 
the trainer" model.
"With technology now widely recognized as a critical enabler for socio-economic 
development, this campaign will further reinforce ITU's global efforts to 
promote the digital inclusion of women, and will be a key element in achieving 
Millennium Development Goal 3 on gender equality,"

Touré, the ITU Secretary-General.
According to Basheerhamad Shadrach, the Executive Director of telecentre.org 
Foundation, offering digital skills to over one million women at the grassroots

Under the terms of the agreement, ITU and telecentre.org Foundation are 
encouraging governments, the private sector and other international 
organizations to contribute digital literacy curricula in local languages and 
to provide trainers and other resources to national telecentres.
ITU will contribute a number of curricula developed by its Telecommunication 
Development Bureau (BDT), notably from its "Connect a School, Connect a 
Community" initiative.
ITU has also developed a range of digital literacy training materials designed 
to be used in school-based community centres and multi-purpose telecentres, by 
women, indigenous peoples, and people with disabilities.

* Global Water Problems Course 2011: Focus on the Nile Basin
The biennial Global Water Problems course (5 credits) will be again organized

The Journal of Information Technology Teaching Cases (JITTC) has been launched 
in March 2011. Each case study provides a practical reflection of corporate

The Ethiopian diaspora is using the Internet increasingly to reflect on its 
identity, to forge new communities, and to promote cultural innovation. This 
essay tracks the close association of information and communication 
technologies (ICTs) with the emergence of the Ethiopian diaspora since 1980, 
setting forth a series of brief case studies illustrating the role of ICTs 
among different Ethiopian ethnic communities. It documents the manner in which 
ICTs shape socialization and address questions of return to homeland; it also 
explores the way in which Ethiopians have exploited new media and their 
technical innovations. The essay concludes with an account of ways in which 
freedom of expression and access to technology enable diaspora Ethiopians to 
have public discussions and circulate critiques of Ethiopian politics and 
culture that could not have taken place in Ethiopia, which is not only at the 
bottom of the digital divide but has exercised censorship
 over a number of homeland Ethiopian Web sites and blogs.
