It is a little difficult to boycott these busses if they are the cheapest means
of moving from A to B for the average common man.
The government should impose requirement of speed governors and regularly
inspect the busses for road worthiness. Unfortunately you can not enforce rules
when the grossly under paid cops have to take bribes to make ends meet.
There is also the problem with roads. If you saw the state of the road between
Luwero and Kuruma and the way traffic compete for little Tarmac while avoiding
the huge potholes, you can appreciate why the government is mostly responsible
(I know the road from karuma to Arua is great and tempting for fast driving).
