Dear Ismail, unfortunately Dr. Onzivua does not seem to be in this net and he may not respond to you directly. I posted this here myself and let me give you just a little background to this appointment. I know that Dr. Onzivua had he necessary skills and training to get this appointment but what has prompted to this appointment is the pressure that has been put on government and the medical council about the deaths of women that have been taken to court. In particular, the case of Anguko Jennfier and Mercy Ayiru. Dr. Onzivua has been very instrumental and critcal right from hour one of Mercy's death,whatever the outcome of the verdicts in the various suits will be, his contribution is appreciated. He stood for the truth amidst intimidation and money which would be a problem to many of us though we have our various ethics in our trainings.
Since these two cases got to court and media coupled with the agressive follow up by the people concerned, government has been under pressure from both international and national community.Many death cases have so far been reported to medical council and a number are in courts and ,medical council is overwhelmed. This appointment came as a way of government showing that they are acting, they started developing a training manual for rights-based approach to health care delivery at MoH and to implement this needs professionals who are trained in that particular area.I know health workers have ethics in their training but practice has been a challenge due to various reasons. As government tries to sabotage the cases as it happened today, am told because am not in Uganda, they are busy trying to clean the house. But this will be effected if the pressure continues and we continue demanding for justice and fair treatment. I dont think it should be a problem to replace Dr.Onzivua in his previous work, look at Dr. Ondoa, the current Health minister, she worked in Arua hospital and she has moved since then but her appointment as a minister has never left places she worked before empty. People will aways climb up and will always be replaced, I am sure there are many pathologists to perform his previous duties and clients will not be left unattended to, the only thing to miss will be the honesty and truthfulness with which he perfomed the duties. If everybody enforced their professional ethics and conduct correctly, we would not need such additional training and most of the problems we have would not be there. My humble appeal will be, not only to think of health workers alone in issues of ethics and professional conduct but all of us, some of us have robbed the community of what belongs to them and we are happily pointing figures to others. we have made people die of water related diseases and concentrated clean water sources in our homes, we have eaten HIV/AIDS, TB and malaria money and made people die of these diseases, we have eaten UPE/USE money and left schools to collapse etc and these are not only medics but other professions too and these are all ethical issues. So let us learn to be our brother/sister's keeper and let us love our districts and our country and do the right thing at the right time and in the right place, we will live a peaceful life.
