We sure have a long way to go...mama mia!!! In the part of Zaire where
we lived immediately following the 1979 war, One could not fail to
remark that every homstead was clean, had pit latrine, a kitchen, and
an outside rack (kitandala) for drying dishes, pots and pans. The
houses - even though were grass thatched -- were often very large,
meticuluos and well taken care of.  We were made to know that iff a
homestead was found dirty and/or lacking the three things: kicthen,
toilet and the rack upon confirmation by the health inspectors, the
fines would range from chikens to goats etc. The system emplyed to
ensure hygiene amongst teh local population was effective. Given that
Ugandan soldiers are idle now or instead of deploying them to other
people"s wars, it may just be about time to unleash them to go to each
and every village and ensure every homestead has the three basic
things. We can alter people's behaviours when they know it is very
costly to them if they do not implement basic commonsense programmes.
Those who don;t comform should be assessed higher taxes every year.
Soldiers should be used to construct latrines etc and home owners be
charged for them...

That is a far better use of the idle soldiers than sending them to far
awy places...

Nebbi residents cane (BEAT) health workers during sensitisation campaign

SUMMARY: The locals, accused of lacking pit-latrines and easing
themselves in the bush, assaulted the VHTs for pointing out their
faults.

Four Nebbi residents have been detained for allegedly caning Village
Health Teams who were on a sensitisation exercise in Jupumbanya
Village.

The suspects, who are accused of lacking pit-latrines, assaulted three VHTs.

VHTs are recruited by the government through the Ministry of Health to
carry out civic education about sanitation and to distribute malaria
drugs.

They, however, face resistance from communities who lack pit-latrines,
garbage pits and other sanitation facilities.

The OC station, Mr Jimton Aguta, said the suspects’ files were
forwarded to the Resident State Attorney with preferred charges of
obstruction of government programme and assaulting government
officials who were on duty.

“Anybody who assaults government officials on duty is liable for seven
years imprisonment because he or she is a saboteur of
