NT ftp listing is supported even without ftpparse. Besides, it's easy
to take things out of NEWS if necessary.

Emacs has an "internal and Lisp changes" section of NEWS for that. I
didn't make such a section because internal changes are only rarely
documented in Wget NEWS. Since the hash table feature was often
requested, I figured it should be advertised.
As for the HTML parser, I advertised it partly in hope that somebody
else will also find it useful...
