Well, we already have to do some wget.texi-related wackiness with the
sample.wgetrc.munged_for_texi_inclusion file, which due to dependencies
needs to be included in the distribution tarball.

If we had a wget.texi.in, we should be able to avoid that, doing the
sample.wgetrc inclusion and "@" to "@@" mapping ourselves when creating
wget.texi.  Also, if we really wanted to, we could make wget.texi.in a
developer-only file that doesn't get included in the distribution.
