"?" tranformed to "XXX"

Hi all,
I tried to download html, which contains "?" in its filename. I sent the
correct name and wget changed the "?" to "XXX". Is this a windows or wget
problem?
I used Win_NT 4.0 (sp6) and wget1.5.3+dev.
