 This is a Windows "feature" their file system won't allow a '?' in
filenames. Whoever has provided you with your binary has made a "hack"
for this. 

The latest and greatest wget release is version 1.6 get it at a GNU
mirror near you or look at the web-site http://sunsite.dk/wget for a
link to a windows binary
