Yes you can rename it. As they'll be copied to
locale/[language]/LC_MESSAGES/wget.mo, they should put to the right places.

The translation project has indeed lagged. This is because Francois Pinard
just can't manage it alone anymore. There is work going on to change the
situation as someone has volunteered to assist Francois. And yes, you'd have
to have two project pages for two versions.
