So, what's the easy way? If you don't have the binaries readily available, then I guess you are really interested in building Wget. The INSTALL file (if that's the one you mean) is just trying to warn users of distributions that come with Wget preinstalled that a better way to "get" Wget might be to install an appropriate package/port/whatever. If that is not the case with you, simply follow the instructions in the file.
