Duane is correct here on his track of needing some sort of TAP gateway.  The
following site has a pretty comprehensive listing of gateway phone numbers
for different paging services:  http://www.qpage.org/phone-numbers.html.

The important thing to keep in mind when using a modem and TAP connection to
send a page is that you don't dial the pager's individual phone number.  You
must dial a central "paging router" or gateway, enter the ID of the pager
you want to transmit to (in most cases, this will be the pager's normal
phone number), and then the data you want to send in the message.  PageNet,
SkyTel, WorldCom, Nextel, and others have this direct TAP access via a
certain phone number or group of numbers, and we've used several of them
successfully with WUG.  Note: for Nextel pagers, the TAP phone number can be
obtained by replacing the last four digits of the Nextel subscriber number
with N-O-T-E (6683). For example, if your touch-tone number is 888-555-2222,
the TAP number would be 888-555-6683. 

In WUG6.02, under Configure, Notifications, Pager, you can set up the exact
connect strings and options needed. Note:  the Pager option should only be
used for alphanumeric pagers.  If all you have is a numeric pager, you need
to use the Beeper section instead.  I've found that the TAP protocol is
pretty universal, but other options are available for use should your
provider not support TAP for some reason.  The Terminal Number is going to
be the "paging router" or the TAP gateway number (i.e. a phone number from
the list on the web site above).  I have yet to run across a service that
requires a password, but some might, and the capability to transmit one is
built into WUG.  The Pager ID field is going to be (at least in all my prior
experience) the individual phone number of the pager with no formatting
(i.e. 8885551212).  Use the Message String field to build the actual text
string to send to the pager.  Finally, under the Port Settings button, you
will be able to set which COM port you use and some other communications
options - baud rate, modem init strings, and most importantly, the settings
for data bits, partiy, and stop bits.  In most configurations for TAP, you
need to make sure that the 8N1 check box IS NOT selected because most of
these TAP gateways use 7E1 (or 7E0 - I can't remember which).

Paging company reps always seem to be a little on the clue-- side when it
comes to this.   Prod them about a 'Modem Dispatch' or a 'TAP Gateway'

Anybody else out there have knowledge regarding having WUG dial up and send
data to a pager?

 I have tried put in the requisite commas.  I put in like 15-25 commas
after the phone number.  But according to my boss, he believes there is
probably a sequence of chars that get inserted somewhere that, upon dialing
the pager #, heads off the PageNet recording and signifies that data is
being passed along that will get forwarded to the pager.  I'll be getting
in queue to speak with a techy from Arch Wireless today.  I was on the
phone with a CSR yesterday.  After 30 minutes, she said there was nothing
she could do to help me.  Not buying it, I asked if I needed to speak with
tech support, if this wasn't tech support on the line right now.
Evidently, it wasn't.  This stupid lady couldn't make out from 30 minutes
of geekspeak that I needed to speak with tech support?!?!  Thanks.......

Have you tried adding some commas after the Arch Wireless phone number ie,
9,XXXXXXX,,,,,, just for that notification type?  Usually one comma is a
one
second pause.  Add your commas based on how long the recording is.  I have
not tried that with WhatsUp, but have used that for many other modem calls.
