TFTP is a UDP only service and Telnet is a TCP client. So, you will never get
any response from a tftp server just by telnetting to it. What you need is a
tftp client that can talk "tftp" to the tftp server. 3com has a nice Tftp
server/client and I believe it is free of cost. Give it a try.
