not trying to sound flip, but it sounds like the hardware is your slow point. A dual 200 would be original Pentiums or Pentium Pro's, right? I'm also guessing at least 5 year old disk drives, and maybe a NIC running 10 half duplex. Is anything else running on the system? Did you install NT fresh or re-use an existing load? Is the Swap file on a separate (Physical) drive? Are you using NT's software RAID? Is it NT4 Server or Desktop? If it is Server than you have to set it so the foreground application is given a 'boost', but it still won't feel as fast as Workstation.
I run a lot of old junk here too (my WhatsUp is also on a 200 mhz NT4 install), but if you want speed you have to put it on something more recent.
