There has never been a requirement to run WhatsUp Gold as a service in order to have the Web Server running.
What HAS changed is that the Web Server no longer starts by default (as Brian mentioned). It used to start by default in previous versions of WhatsUp Gold. This modification to default behaviour was implemented for security reasons, to let the administrator be in total control of what the application is doing. It does come turned off by default.
