There has never been a requirement to run WhatsUp Gold as a service in order
to have the Web Server running.

What HAS changed is that the Web Server no longer starts by default (as
Brian mentioned).  It used to start by default in previous versions of
WhatsUp Gold.  This modification to default behaviour was implemented for
security reasons, to let the administrator be in total control of what the
application is doing.

You don't have to run WUG as a service to gain the use of the Web Server.
It does come turned off by default.  Just go to Configure->Web Server and
make sure 'Enable Web Server' is turned on and that it doesn't conflict with
another port ( as Gareth pointed out ).
