I'm also having the same problem with v7 running as an application.

My subnets don't even indicate that they are being monitored. They are
always gray.

If I hover over them the status bar says that they aren't loaded and are not
being checked. If I select the Load Subnet option on the right-click it has
no affect.

Any suggestions?

I assume that you only see this problem when WUG is running as a service?
And you do not see it when running WUG as a console application?

btw - if you are running WUG6.0 you can find a free upgrade to WUG6.02
on the ipswitch web site support patches and upgrades section.
