The WEB alarm is separate from alerts and from the audio thresholds you can set when running in console mode.
It's looking for a map status change, and when it sees it, audio alarm on the browser is initiated. Single Ping failure, Service Error, etc will set it off. It doesn't matter if you run in console or service mode as far as the web presentation is concerned. Maybe in Rev 8 there might be a way to configure threshold settings for web alarms.
