The command tool in WIN2k still allows you to telnet to any port "telnet
xxx.xxx.xxx.xxx YY"
Where xx is your ip and YY the port

In earlier (pre win2k) the telnet application allowed you to choose
which port you wanted to telnet with. I have had the need to telnet to
SMTP type machines to verify domain name stuff.
