Correct, so you must also submit setting for map, after device. Or better
yet KB article WG-20020321-DM01 to auto save device from web interface. WUG
versions 7.x

Web entries can be buggy, but I saw someone post a note saying that if you
click submit to save the entries on the device, you should also go to the
MAP settings on which that device is located and do a save/submit for the
entire map as well.

Try that and let us know if it resolves the issue.  I have not yet had a
chance to try it.

When I restart the WUG7.04 service I lose all my html entries in the device

I have assumed that the notes in the web device settings are kept separate
from the Console's device notes.
