I found the a file called wugSAMPL.zip
at http://www.ipswitch.com/support/whatsup/plugins.html
It contains:

This looks like a Microsoft Visual C sample project.
There is information about the wugapi in the "wugapi.h" file in
C:\Program Files\WhatsUp (or whatever your install folder is)
I don't have Microsoft Visual anything.
But this looks like a start.
