Just in case anyone cares.......I will answer my own question... Multiple alerts do get triggered from one Windows event.
The reason that my testing wasn't proving that at first was that the changes to the Alerts that I was making through the web interface were not applied (even though I hit the "Submit" and "write to disk" options).
