Visio works good. I used it to convert over a bunch of Cisco icons. You can do whatever you want and then "save as" in .emf format. The only catch is that if the artwork is not square then WhatsUp will distort the aspect ratio to make it square, which won't look too good in most cases. But it's real easy to get around this by just enclosing everything inside an invisible square box before you save it. I'm attaching the Cisco icons for whoever might like them. And Cisco has the full original set on their web site too.
If you don't have Visio, there is a free program called EVE <http://www.goosee.com/index.shtml> that might work, and if you're looking for just a plain viewer, try here: <http://www.siliconwold.com/emfview/index.htm?sl> Anything that can work with .emf files should be good.
