Dean, If you go to the dell service site and go to the download section, choose PE2650, Systems Management and then the O/S you are using, you can get the latest Dell OpenManage software, including version 3.4.1 of the Array Manager. Get SNMP turned on, OpenManage installed, and if all goes well.......... you'll be cooking with gas!

Without the SNMP OIDs being used by your 2650, they will always show null in the snmpview tool. It has always been my experience that Dell OpenManage is a finicky tool. I have it working on my newer systems, but have had many problems with my older systems.
