Maybe the trigger for the beeper is set higher than the trigger for
the email notification. If it is, then the device must be down for a
longer interval and the beeper notification won't be sent until the
number of polls exceeds the trigger.

Maybe the beeper notification has been removed from the device you are
testing?
(is the Master switch "Remove invalid alerts" turned on?)
