I think you misunderstood. This is a user who is accessing the web interface. When he tries to click on an icon (such as a server) the page just refreshes, he cannot click into the device's detail sheet or another map (if it is a subnet or container icon/object) - He isn't trying to change anything, just trying to view different maps.
