I may be wrong, but from what I finally understand is that the "Action"
command links to the Net_tools command from the main program.  So if you
are in the main program, not the web, click on Tools, there is a submenu
called Net Tools. It seems that the Action command from the web links to
that. There is no Telnet command in there. If I am right, (and I hope I
am not), then I do not know of a way to link the telnet button.

Adding the button is easy - add this line to the TOOLS.ASP file (near
the bottom with the rest of similar statements):

<INPUT type=submit value=Telnet name=Action> 

Getting the button to work is where I'm getting stuck at and it's
probably because it's not obvious enough for me to see it and will
require digging thru the WEB Template Reference (avail on IPSwitch's WEB
site) to figure it out. If you figure it out before I do, let me know
what you did to get it to work.

Right click on the device, select properties, select menu from the
right
hand side, add telnet from there, telnet is in the system32 directory.
Add %a to the argument for IP address too. Now if you right click on a
device on the map it'll offer the telnet option.
