I have not been able to reproduce this. The easiest way to check that the alerts have the correct config is on the Notification tab for the map.
What triggers are you using? (Although this should affect the DOWN alerts, and not the UP) Is the start and end times always the same? Send UP = yes? (You indicated previously that this is so).
