Have tried using the default pre-defined TELNET check? If not, try using that first before defining anything custom and see if it works for what you are trying to do (it works for everything here that I've tested it with, including being asked by some server operators to stop TELNET monitoring during T-Shooting since it floods the server console log files with login connections).
