I just created a new Action library group. I called it a group and was able to add multiple e-mail addresses into the group. Very simple but it works. I'm pretty sure that with the Action policy, you can select multiple actions from the library to combine into one alert action. Seems to work just as well as the old one to me.

I think you might want to look at Action Policies. It allows many different alerts to be combined and than applied to any device or monitor. Once assigned, you can edit the policies in the Action Policies dialog without having to make changes to all of the devices that use that particular action.
