The, "...very cool 3rd party RAS accounting tool" he might be refering to is included in the Windows 2000 (and 2003) Server Resource Kit. The name of the tool is: RASSrvmon.exe and is not included with the usual resource kit tools - only in the server version of RK, though it is mentioned in the usual W2k Resource Kit documentation.
It produces three files by default, UserDetails, UserList, and WebStatus which can all be set to be updated automatically. The WebStatus file is formatted to be posted somewhere so anyone can get a RAS server status. It really is a cool tool. The tool is vastly underrated by MS and can run on an XP or W2k machine to provide RAS status as well as statistics. It also has the ability to notice and send alerts if the RAS service isn't working and/or hasn't been getting any calls over a user-defined amount of time. Incidently, someone at MS must have been taking a mental day off when writing the RASSrvmon Syntax guide.
