I think you need to MD5 encode the password.
Refer to RFC 2865 for more info.

Here are the locations of the dummy userid and password
in the Send command on connect string:
%01D%00,0123456789012345%01%06TEST%02%18abcdefghijklmnop
                              ^         ^
                            UserID     Password
