I'm using WUP 2006. I want to use it to monitor any time a web page
changes.  Looks like it cannot fullfill my needs however.

Which verion of WUG/WUP you're using? I use WUP 2005 SP1 and the Active
Monitor Http Content, which fulfils my needs. Please give a bit more
details, so we/I may help you in a more decent way.
