I agree with the last comment.  We do the same thing.  If we lose our
primary router OR our SMTP server, we issue out a page via SMS-TAP to
make our admins aware of the issue.  Also, we have another site with WUG
cross checking our primary WUG server and it sends out SMS-TAP pages if
the WUG service is unavailable at the primary site.  The primary site
does the same with the cross-check server.

I am not sure, but what if your border router is down?

I using SMS message by dialing our cell phone provider via modem if our
mail
server, DNS server, switches or routers go down.

Can you set multiple email servers to send the alerts out?  If our mail
gateway is down, then we never get the alerts.  Can we set a secondary
one to send to if the primary is not working?
