Although I never implemented it, you could wrote a script that modify the SMTP server address in the Actions, using a SQL request.
Then fire that script when your SMTP goes down, using a Program Action (it would be wise to fire it before your Email Action, just so you don't lose any mail). Of course, you would need a 2nd script which reverse the modification, fired when your mail relay goes back up.
