How is this better than <li><a></a></li>, not taking the amount of typing into account?

One less nested element means a simpler, cleaner more navigable DOM.

I'm not saying that's a sufficient advantage to justify the proposal, but the more ugly DOM code you've had to unravel the better this looks.
