The anomalies seem to be:
 1) ISO-8859-1 is decoded as Windows-1252.
2) 0x85 in ISO-8859-10 and in ISO-8859-16 is decoded as in Windows-1252 (ellipsis) by Gecko.
 3) ISO-8859-11 is decoded as Windows-874.

I was rather surprised by the results. They weren't at all what I expected.

I suggest adding the ISO-8859-11 to Windows-874 mapping to the spec.
