Those are only validity requirements and only when DTDs are involved (and possibly XSD) so it doesn't really matter.
Also, there is this minor errata: http://www.whatwg.org/specs/web-apps/current-work/#refsCSS21 is broken (in section 3.2)
References in general are not done yet. (Will be fixed in August or so per the issue tracker.)
