The RELAX NG DTD Compatibility feature isn't all that useful in practice, so no, you probably wouldn't make it have IDness on the RELAX NG level. (Validator.nu doesn't.)
Even if you do, you can mint a custom RELAX NG datatype that has IDness but doesn't have the lexical constraints of DTD ID or XSD ID.
