It's possible to restrict particular pages on Confluence so they can only be
created or edited by certain groups (e.g. those who have signed an ICLA). It
would then be possible to publish only the restricted pages to the website. So
I think we could use a single Confluence space for general users (who just need
a Conflucence account) and ICLA users (for release docs and site) if we wanted
to at some point.
