why would we want to stream the header to the client though? it would be silly. someone uses a tabbedpanel - and all of a sudden they have a huge apache header in their client's html. include two tabbed panels and you get two headers. its pretty silly, considering the size of tabbedpanel.html [1]. we have a lot of small files like this, it would be insane to have apache headers in them.
