I find these 2 examples not equal at all.
If the content of the panel must be inside the div then the second is the one we should support/use
because this:

<div id="wicket-retail_edit" />
<wicket:panel>
	<!-- panel content -->
</wicket:panel>

looks to me like a div is first created and then the panel content

this:

<div id="wicket-retail_edit" >
<wicket:panel>
	<!-- panel content -->
</wicket:panel>
</div>


looks to me the panel is created inside the div.. Not outside. So this makes much more sense to me..

right.  also, check the code wicket renders to your browser.
there is at least one bug outstanding where wicket is not correctly 
closing the open tag.

There also might be other components affected by this behaviour.

The w3c furthermore dictates that for div elements a start and end tag
      
is
  
required http://www.w3.org/TR/html401/struct/global.html#edef-DIV and
      
I
  
don't see them using <div />.
