Page and Panel are the only components that could be rendered completely separately because of the associated markup file, that is right. But I don't yet understand why someone would like to render a component which has not been on the (html) page just shown in the browser. IMO it is no limitation to assume that a Page has to be rendered first and only than you are able to re-render specific components.
