also if you are looking to go to the same page with different markup based on locale then you can simply provide localized templates:
class MyPage extends WebPage
MyPage.html
MyPage_en.html
MyPage_nl.html
MyPage_fr.html

That would work if the target is the same.
I'm talking about (1) having different targets depending on the locale,
and (2) including the link or not depending on the locale.
Unless I've misunderstood something, the framework expects that the link
will always be there regardless of the locale.
